Whether or not there is nebulosity at the location reported by simbad is irrelevant. What matters is the location reported by the astronomers of the time (1868), a location they were very certain of.
The reason there is no nebulosity visible at the location reported by d'Arrest is because the nebulosity disappeared in the decades following the discovery, as well as a brightening of NGC 1555 to visible levels by 1890.
