Perhaps I am making a mistake, but I calculate the galactic longitude to be 067.505 degrees. I used the positions of NGP, GALACTIC CENTER and Vega from SIMBAD:
NGP = (12 + 51/60 + 26.275/3600)*pi/12
(27 + 07/60 + 41.70/3600)*pi/180
GC = ( 17 + 45/60 + 40.04/3600)*pi/12
(-29 + 00/60 + 28.10/3600)*pi/180
Vega = (18 + 36/60 + 56.3364/3600)*pi/12
(38 + 47/60 + 01.2802/3600)*pi/180
Then
x = Vega * GC
r = sqrt(1 - (Vega*NGP)^2)
l = acos(x/r)
= 67.505
The '*' operator is the scalar product.
