Yes, HIP 16410 and HIP 16411 form a binary with separation ~11", see the CCDM entries for this pair.
To add to your last line, TYC 1806-1887-1 = HIP 16411, see the Tycho2 catalogue.
I'm fairly sure the unqualified HD 21743 refers to the pair together, with A and B used to refer to the two components separately (they are less than half a magnitude different in V).
Anyway, it looks like the entries for HD 21743B and HIP 16410 have now been merged, and the entry for the other star now includes the HD 21743A name, so SIMBAD is correct. Thanks.
