The star's position in Downes catalog had a typographical error. The declination is +21 11.0 instead of +20 11.0. This is in agreement with the GCVS position and the original IAUC: http://www.cbat.eps.harvard.edu/iauc/01400/01414.html
From that source you can also see that the NL: nature is wrong. There is no NL bright star at that position and the only two observations available are taken on two consecutive nights showing a whole magnitude fade. So the most likely type is N: not NL:
