Virtually certainly not a planetary nebula. The surrounding dust appears roughly circular to a cursory search but deeper, more modern surveys are able to easily tell that the gas is much more extended and non-spherical. Furthermore, there's no central white dwarf and the star marked as the "central object" in the many papers is a completely unrelated G or K star that doesn't even seem to be at the same distance as the nebulosity.
